Home Care Association of New York State (HCA)
Al Cardillo has worked in the health field for over thirty years, with positions in both the public and private sectors, including roles in health services development, administration, legislation, budget, association support, and other.
Al is presently the Executive Vice President of the Home Care Association of New York State (HCA), a statewide health organization comprised of nearly 400 health care providers and organizations providing home and community based-care to several hundred thousand New Yorkers annually. HCA works to support providers in the delivery of high quality, cost-effective home and community-based care for the state’s citizens. HCA providers include hospitals, nursing homes, free-standing agencies and health systems which provide Certified Home Health Agencies, Long Term Home Health Care Programs, Licensed Home Care Services Agencies, Managed Long Term Care Plans, Hospices, waiver programs, and related services.
Al also currently serves on numerous professional and governmental committees in health care, and as university adjunct faculty.
Previously, Al was the Executive Director for Health in the New York State Senate, serving as Executive Director of the Senate Health Committee, which addresses all aspects of health care, and Executive Director of the Council on Health Care Financing, principally charged to help shape and oversee the hospital and related health financing system, among other health areas. Under their respective chairmen, he led these offices’ health legislative, budgetary, advocacy, research and oversight operations.
He previously served as Coordinator for Long Term Care under Senate Health Committee and Council on Health Care Financing Chairman, Senator Tarky Lombardi, Jr., with applicable legislative, budget, program and constituent responsibilities, and also served as the coordinator for various health care legislative task forces.
Prior to his service in the State Legislature, Al served as a member of the program development and administration team in the New York State Division of Medical Assistance. In this capacity, he assisted in the implementation and administration of program services, including extensive and direct work with health care providers, social service directors, and other community leaders and organizations. This work primarily focused on New York’s Long Term Home Health Care Program, a state and national-model alternative to long term institutionalization. This also included assistance with the Division’s acquisition, implementation, administration and evaluation of the state’s federal waivers in support of innovative services delivered under this program.
Al worked in multidisciplinary clinical and direct service settings in his professional practice training in social work. He holds a Master of Social Work Degree in Direct Practice from the University at Albany, and is a New York State Licensed Master Social Worker.
